Catering at Hospitals and Care Homes Would Move Out of the Closed Food Service Field

A draft put to the expert panel on 19 October 2026 would move medical and welfare facility catering out of the suspended Specified Skilled Worker food service field and into food and beverage manufacturing from FY2027.

The government has proposed moving catering work at hospitals, care homes and similar facilities out of the Specified Skilled Worker food service field, which has been shut to new entrants since 13 April 2026, and into food and beverage manufacturing instead. The proposal went before the expert panel on the Specified Skilled Worker and Employment for Skill Development systems at its fifteenth meeting on 19 October 2026, and would cover newly accepted workers from FY2027.

What the proposal actually moves

The main skill at issue is 医療・福祉施設給食製造, facility meal production for medical and welfare establishments: preparation, cooking, portioning and plating meals for patients and residents. The draft reassigns it from the food service field to food and beverage manufacturing.

A supplementary notice would list eligible employers as facility catering businesses under sub-class 773 of the Japan Standard Industrial Classification, covering medical, welfare, social insurance and education establishments.

The paper labels the change an emergency measure and limits it to new applications. Nothing in it reassigns the field of a worker already admitted.

Why food service closed, and why catering is being carved out

Certificate of Eligibility issuance in the food service field was suspended on 13 April 2026 once projected intake ran past the field's ceiling. The panel paper sets out how far past: against a 2025 projection of 28,000 Specified Skilled Worker (i) holders, the actual figure was 44,000, or 157 per cent of plan. Domestic recruitment went the other way, a projected gain of 17,200 workers turning into a net loss of about 50,000. The paper says whether domestic hiring efforts were sufficient is open to debate.

Facility catering was caught by a closure aimed at restaurants. The shortage figures put to the panel are severe: a job-to-applicant ratio of 7.37 for catering staff outside school meals, and a fill rate of 33.0 per cent. Of 34 providers surveyed, none was fully staffed and roughly 40 per cent reported many vacancies.

If you already hold Specified Skilled Worker (i) in food service

Your status is untouched by this draft, and the processing rules published on 16 October 2026 confirm nothing has tightened. Extension of period of stay is handled normally, with no cut-off applied, and a change of employer within the field, including the transfer application a job move requires, is being processed for all applications. There is no reason to hold a renewal back waiting for FY2027.

If you wanted to change status into catering work

This is the group a cut-off has already closed out. Change-of-status applications from technical interns in medical and welfare facility meal production, and from the designated activities status used as a holding position while a food service application is prepared, are being processed only where they were received on or before 30 September 2026.

Anyone who did not file by that date has no food service route open. The FY2027 manufacturing route is the intended answer, but it is a draft with no month fixed and no ordinance published. If you have an application in the system, check the date it was accepted, not the date you signed it.

The overseas queue has barely moved

Certificates of Eligibility in the field are still being issued in receipt order only for applications lodged on or before 6 February 2026. The preliminary counts published on 16 October 2026 show what is stacked behind that line: 732 received between 7 and 28 February, 1,825 in March, and 4,804 between 1 and 12 April, a total of 7,361. Applications received from 13 April 2026 are not granted as a rule.

Nursing care's split changes, the ceiling does not

The same meeting took a second draft reallocating nursing care intake. Specified Skilled Worker (i) would rise from 126,900 to 146,900 and Employment for Skill Development would fall from 33,800 to 13,800, leaving the sector total of 160,700 unchanged. The revised development figure covers FY2027 and FY2028, and the paper reaches it from 5,810 Specified Skilled Worker (i) certifications in FY2025. A sector ceiling moves only after a major economic shift, the panel's papers state, while the split inside it can be reallocated when demand runs well ahead.

What to watch next

Minutes of the 19 October meeting are marked for later publication. No public comment period or cabinet decision date has been announced for the revision, which also adds skills in industrial products manufacturing, construction, fisheries and food manufacturing and would designate aviation for Employment for Skill Development. The policies it amends were adopted by cabinet decision in January 2026.

Employers in facility catering should plan recruitment on the manufacturing side rather than on a food service reopening. Field eligibility is set out on our Specified Skilled Worker page, at /visa-types/work-visa/ssw-visa, and the mechanics of a status change at /application-process/changing-status-of-residence. The next concrete marker is the ordinance that puts the FY2027 reassignment into force.
